Royal Decree-Law 16/2025, of 23 December, extending certain measures to address situations of social vulnerability and adopting urgent measures in the fields of taxation and social security

 

I. General considerations

This Royal Decree-Law extends and adjusts a range of social and economic measures and incorporates actions relating to pensions, Social Security, taxation, and territorial financing. The regulation forms part of a sequence of Royal Decree-Laws adopted since 2022, which have progressively amended and updated these measures in subsequent years. Such actions have been implemented through successive regulatory instruments, without interruption, since the outset of the conflict in Ukraine.

 

II. Legislative structure of Royal Decree-Law 16/2025 and issues addressed in this commentary

The regulation comprises an explanatory section and an operative section structured into six chapters, 23 articles, eight additional provisions, one repealing provision, five final provisions, and three annexes.

From an employment law and Social Security perspective, the following are particularly relevant:

  • Chapter III, relating to pensions and other public benefits;
  • Chapter IV, relating to urgent employment measures;
  • Additional provisions one, two, three and four;
  • The single repealing provision;
  • Final provision one;
  • Final provision five (entry into force).
